Explain why when the wall of the chilli is sliced into strips and the chilli soaked in tap water, the chilli will form a hibiscus-like flower.

The flesh of the chilli becomes saturated and gets bigger. The skin doesn't absorb any more water and stays the same size, and bends round to become the inside edge of a curve so as to make space for the extra mass it is now holding.
