My hibiscus has white, snowy stuff in the leaves, tiny brownish/black bugs in the stems, as well as minute white dots in the bloom. Is this aphids? Tried spraying with oil %26amp; soap, as well as (NEEM) bought from the garden shop, to no avail. Need help from experts!!!

spider mites cause "minute white dots" on leaves (couldn't find an image, sorry) - you'll see their webs, the mites are this size . hard to see.
Hard spray of water will knock them off. Disyston will kill them if you can find it.
