How can you get rid of hawks without killing them?

I have looked online and there seems to bea big debate as to whether a hawk could carry off or hurt a 3lb chihuahua. I don't need to debate it I have one terrorizing my dog, it cornered her between a hibiscus and a wall on my deck. DEBATE OVER!
How can you get rid of hawks without killing them?
i have seen a whistling kite (smallish bird of prey) almost kill a small dog in it's own back yard. the dog required many stitches and not to much of it's ears left.

best way to protect the dog is to keep it indoors or provide outside cover
Reply:all birds of prey are protected, so you better not kill them. I would keep the dog inside
Reply:make or buy a kennel for ur little dog. the hawk cant see the dog. oh and what kind of hawk is it any way
Reply:You can buy plastic models of hawks or owls from garden centres or home and garden stores. Hawks will stay away from a larger bird of prey.

Reply:Try putting out Hummingbird feeders, For some reason, Hawks do not like Hummingbirds!!!!!!!
