You did not state whether your Hibiscus was an indoor (tropical) or outdoor species. So I will address both.
If you are having just a couple blossom buds drop in realtion to the amount on the plant I would not worry too much about it (it may be just a little drier then what that particular plant likes), but if over 15% then I would be suspecting Botrytis. Botrytis is a fungus problem that has a grey fuzzy look to the flowers before they fall off. The usual culprit for Botrytis is cold, wet/damp conditions. It is hard to get rid of...so you may have to replace the plant. There are also a couple mildew conditions that look similar and usually is just best to replace the plant in these cases too. This happens to both indoor and outdoor plants.
Indoor plants - bud drop may also be related to not enough sun (hibicus are full sun plants), not enough nutrients in the proper ratio for it, or exposure to carbon monoxide (if you have appliances that use gas (i.e gas stove, gas waterheater, etc). Exposure to carbon monoxide will affect most indoor blooming plants in levels FAR, FAR below what effects people...poor little flower buds just dry up, turn gray and fall off.
Remember, if it is only a small quantity of buds and the rest of them are healthy looking with no fuzzy growth and bugs on the plant - then its nothing to worry about, its just natural. Personally, I find indoor hibiscus harder to grown then my own orchids! Kudoos for you!
My Hibiscus plant gives me many buds but some of these buds fall off before developing into flowers? Why!?

My experiences with hibiscus when the blooms are falling off early and sometimes the leaves fall off and yellow also; usually it is a fungus in the ground that is causing this. A common fungicide like dachonil will correct this. Also if the plant is getting too much water this will cause the fungus.Hope this helps.
