Why is this hibiscus not progresssing?

I have two hibiscus plants at either side of my garage. The one on the left has always had troubles. Sickly looking, gets pests very often (compared to the other one). When I cut it down (along with the other one) this spring, the leaves were growing back but crunched up, crippled. Both plants have been there since 2003 and both have received fertilizer at the same time. Could it be the location? (one has more space in ground that the other), or is the plant sick and needs to be discarded?
Why is this hibiscus not progresssing?
Hibiscus is a very nice scrub, it needs to be in full sun, and in the open ground, The earth around garages is usually "Backfill" which means that when the garage was built, any old rubbish was used to fill in the area. You might be better off putting the plants into tubs if you would prefer to leave them where they are, or you might consider moving them to more fertile ground and in open space. It is obvious that there position and base are not suitable to the plant.
Reply:Take a look at the soil. Texture, Density. Maybe the roots are having trouble. Also look at what one is getting that the other is not, i.e amount of sunlight etc etc.

Since they are on the side of the garage, is the one on the left where the exhaust from your vehicle goes? Or do you dump something there, soap water etc etc?

Edit: After reading your add ons, that is most likely it. The one on the left doesn't have adequate space to extend her roots.

Edit: Try relocating her to a different location and see how she does. If she does well its the are she was in. If she remains the same then it must be the plant.
Reply:First thing I would do is to look into some sort of chemical that may have gotten into the soil of your plant. Leaves will do that with chemicals. Did you use a weed and feed in your lawn?? That could very well be your problem!! You could take a sample of a leaf to one of your local nurseries and ask the professionals. Not Home Depot...but a REAL nursery!! Ask a certified nurseryman!!
Reply:They got to get lots of sunshine.
Reply:is there gutters and downspouts on the garage?... where does the water from rain on the roof end up?.... is the one that's enclosed drowning?... or drying up?....
