I have a hibiscus tree that has new growth at the bottom and fuzz on the older branches and nogrowth what2 do?

About the "fuzz", I don't really quite know what that might be. Is it like a moldy growth? Or is it the way the leaves are coming out, kinda like they are just not forming right?

New growth at the bottom...ok. It may just need a good trimming. "Hibiscus can be pruned any time of the year except late fall and winter. New growth is more susceptible to freeze damage. Expect blooms on the new growth in about 3 months. Use sharp, clean and good quality pruning shears and cut just above (1/4 inch) an eye that is pointing in the direction you want the new growth to go."

And lastly: "They detest cold, rainy weather and cold, wet soil. They will not reliably survive outdoors north of zone 9. In all other areas, it may be a good idea to bring them indoors BEFORE temps regularly drop below 40-45 F at night to avoid any damage."
